국립중앙도서관은 대한민국의 지식문화유산을 전승하고 국민의 지적인 삶을 풍요롭게 하며 국가 및 사회의 경제적·문화적 발전에 이바지하는 사명을 수행하는 국가 대표도서관이다. 국립중앙도서관은 도서관법에 따라 국내에서 발행 또는 제작된 모든 도서관 자료(국제표준자료번호를 부여받은 온라인자료 포함)를 납본 수집하고, 보존 가치가 있는 온라인자료는 관련 법령에 따라 수집하여 보존하고 있다. 이와 같은 임무와 역할 수행을 위하여 국립중앙 도서관은 국내에서 발행되는 모든 오픈액세스 지식정보자원을 수집하여 보존 하며 국민을 위해 제공하는 역할을 담당해야 한다.
국립중앙도서관은 학술·연구자료는 공공재로서 사회 공동체가 함께 공유할 수 있어야 한다는 오픈액세스의 기본 정신을 지지하며, 국내외 오픈액세스 확산을 위해 다음과 같은 정책을 수립하여 추진한다.
1국립중앙도서관은 학술연구자료, 특히 공공예산의 지원을 받아 수행된 연구의 산출물은 공공재로서 국민 누구나 법적, 경제적, 기술적 제약 없이 접근하고 이용할 수 있어야 한다는 오픈액세스의 기본 정신을 지지한다.
2국립중앙도서관은 국가대표도서관으로서 국내 오픈액세스 지식정보자원을 누락 없이 수집하여 현재와 후대 이용자를 위해 영구적으로 보존한다.
3국립중앙도서관은 국내외 오픈액세스 학술·연구정보자원을 체계적으로 정리하여 제공하고, 관련 기관과 협력하여 오픈액세스 자원의 이용 확대에 기여한다.
4국립중앙도서관은 오픈액세스코리아(OAK) 사업을 통해 대학 및 학술연구 기관 및 단체를 대상으로 기관 리포지터리를 보급하고, 리포지터리 운영기관과 지속적으로 협력하여 그린 오픈액세스를 통한 연구성과의 보존과 자유로운 이용을 지원한다.
5국립중앙도서관은 국내 학술지의 저작권정책 수립 및 명문화를 안내하고 학술지의 저작권정책을 조사 및 검증하여 누구나 확인할 수 있도록 공개함으로써 학술논문의 셀프아카이빙 및 자유로운 공유를 지원한다.
6국립중앙도서관은 오픈액세스 자원의 공유 활성화를 위해 국내외 도서관, 연구소, 학술단체, 출판 및 유통사 등 관련 이해관계자들과 적극 협력한다.
7국립중앙도서관에서 발간되는 모든 간행물, 생산되는 모든 연구자원은 오픈액세스로 공개함을 원칙으로 한다.
8국립중앙도서관에 소속된 모든 직원은 연구성과를 출판할 경우 오픈 액세스 학술지에 출판하거나 국립중앙도서관 리포지터리에 출판과 동시에 기탁해야 한다.
9국립중앙도서관은 학술연구자원의 개방과 공유를 촉진하는 오픈액세스에 관한 연구자, 사서, 대국민 이해 증진을 위해 오픈액세스 컬렉션 구축, 컨퍼런스 개최 등 다양한 활동을 수행한다.
10국립중앙도서관은 오픈액세스 확산을 위한 국내 및 국제 활동에 참여하고 관련 조사·연구를 수행한다.
National Library of Korea Open Access Policy
The National Library of Korea(NLK) is the representative library of Korea that transmits the knowledge culture heritage of Korea, makes people’s intellectual lives abundant and contributes to the economic and cultural development of the country and society. According to the Library Act, the NLK collects under legal deposit all library materials published or created in Korea(including online materials assigned with ISBN/ISSN) and collects and preserves online materials that have preservation value according to related legislation. To fulfill the duty and role, the NLK has to collect, preserve and provide to the public all open access knowledge information resources.
The NLK supports the underlying spirit of open access that academic/research materials are public goods and the social community should be able to share them, and establishes and implements the following policy for the spread of open access at home and abroad.
1The NLK upholds the underlying spirit of open access, that academic/research materials, especially the output of research conducted with public budget support are public goods and anyone should be able to access and use them without legal, economic, technological restrictions.
2As the representative library of Korea, the NLK collects all domestic open access knowledge information resources and permanantly preserves them for present and future users.
3The NLK systematically organizes and provides domestic and foreign open access academic/research information resources and cooperates with related institutions to contribute to expand the use of open access resources.
4Through Open Access Korea project, the NLK distributes repositories to universities, academic/research institutions and organizations and continuously cooperates with repository operating institutions to support research achievement preservation and free use through green open access.
5The NLK provides guidelines on domestic academic journal copyright policy establishment and stipulation and conducts surveys and verifies copyright policy on academic journals to open academic journals to the public and support self-archiving and free sharing of academic papers.
6To promote the sharing of open access resources, the NLK actively cooperates with stakeholders such as domestic and foreign libraries, research institutes, academic societies, publishers, distributors etc.
7All publications and research resources published and produced in the NLK should be open to the public through open access.
8All NLK staff, when publishing research achievements, have to publish the achievements on open access academic journal or publish and donate to NLK respository simultaneously.
9To improve the understanding of researchers, librarians and the public on open access which facilitates the opening and sharing of academic/research resources, the NLK implements various activities such as establishing open access collection, holding conference etc.
10The NLK participates in domestic and international activities for the spread of open access and conducts related survey and research.
